I’m running for Condo Board because I believe we can do better.
The Board has a responsibility to act in the best interests of the residents we represent. At the same time, we need to balance Association management with safeguarding our financial future and the community ideals that make Venture Out truly special.
The Board has faced a lot of challenges and implemented multiple changes! Many of which homeowners had no idea were even going to happen, let alone given the opportunity for a voice in the decision.
There are many changes in how the Board functions that I believe could help us do better, but if elected to the Board my main focus points will be: Effective Communications, Accountability & Transparency, Policy Governance, and Amenities.
What I Stand For
Effective Communications
I am committed to strengthening communication throughout the community. Clear, consistent communication is one of the main reasons I’m running. I want every resident to feel informed, included, and confident in the decisions being made on their behalf. Communications is also about receiving and listening to resident’s input in order to better represent their desires.
We have tools, like email surveys, to help owners become more informed and involved; we should increase their usage on park wide issues. For example: changes to our Rules & Regulations, enforcement and fines, TV for the future, etc.
A top priority will be completing our community website and making sure it becomes a true resource—fully updated, easy to navigate, and home to all of our historical and working documents. I believe strongly that all motions (and supporting documents) should be available on the website for residents to review and comment on before they are voted on by the board. Minutes too should be not only posted in timely manner, but need to accurately reflect the rational and who voted for/against the motion. I would also like to see a complete, accurate community calendar so everyone knows what’s happening and when. Until the Venture Out website reliably posts meeting videos, I will continue recording and posting them on www.vobehindthescenes.com so no one is left in the dark.
The board could also assist our secretary in creating and maintaining a public Condo Board task tracking list, so everyone can see what has been accomplished and what still needs attention.
These are just a few ideas to improve our Association communications. I look forward to hearing recommendations from the Communications Committee for additional ways to improve communications.
Accountability & Transparency
I believe accountability is the foundation of trust. Since transparency is fundamental to accountability, I want to make sure the board and its committees (especially finance) conduct all business in the open and as required by Arizona law.
That means staying ahead of deadlines like filing taxes on time, and avoiding last minute decisions like hiring the same auditor that the board said they would never again use.
Our financials should be presented and posted every month—or, at the very least, accompanied by a clear explanation if they are delayed. The same goes for meeting minutes: draft minutes should be available within ten days, as the board agreed, and official minutes should be posted promptly after ratification.
I will oppose the use of Unanimous Consent motions except in true emergencies, and I will work to ensure we never “stop gap” our adherence to our Bylaws or Declarations.
Committee meetings are required under AZ law to be open to residents with only a few legal exemptions. I would like to ensure our association committee meetings adhere to this law, including the Finance Committee. I will also advocate for the finance committee to strictly adhere to their Terms Of Reference as advisors to the board—rather than making/implementing decisions without full board approval.
Policy Governance
I am a strong believer in policy governance because it creates structure, fairness, and predictability. The board’s role is to set policy, and the General Manager’s role is to implement those policies—not create new ones.
I will work to ensure that this balance is respected so residents always know where authority lies and how decisions are made.
Amenities
Venture Out is a special place, and I want to protect the qualities that make it such a great community. Our amenities are part of our identity and our quality of life, even when they aren’t revenue generating.
- We’ve already lost some amenities – like the photo directory (which helped a lot of us put names to faces)
- We’ve reduced some amenities – weekly outlines have become monthly (necessitating a ton of emails with schedule changes and updates for activities that either didn’t make the cutoff or were added after the cutoff)
- We almost lost the printed phone book (but it was saved by a huge community uproar)
- What’s next – rather than repair them, the water station amenity goes away entirely?
I will fight to preserve them because they matter to the people who live here—and because they help make Venture Out the truly unique and desirable community it is.
Background & Expertise
I have a strong desire to help make Venture Out the best it can be!
I am a third generation VO owner who has been coming here since the 70’s. Even as a child visiting my grandparents here, I learned the VO community ideals of cooperation and volunteerism through simple things like helping deliver Venture Out-Lines door to door, and cleaning the shuffleboard courts after every time we used them. My grandparents were instrumental in development of this community in its early days. My parents have continued to be active volunteers over the years, leaders of clubs, and my father served on the Condo Board and continues to serve as an Ambassador.
- Since becoming an owner at Venture Out, I have attended almost all condo meetings/round tables/work sessions, multiple condo committee meetings, and social board meetings as well. I have, by attending these, developed a fairly broad grasp of the political, monetary, and management aspects of our community.
- I am currently serving as secretary on the Governing Documents committee.
- I love to volunteer in VO and care deeply about maintaining the volunteerism and owner-based governance ideals that makes Venture Out the truly unique and desirable community it is. I believe my background and management expertise will be a great asset to the Condo Board of Directors as we navigate the ever-changing needs of this growing community.
Volunteerism & Community Service
I love to volunteer in VO!
All my life I have been involved in many service programs for my communities, through Boy Scouts, churches, schools, and Habitat for Humanity. The service opportunities I enjoyed the most were about helping members in society unable to do things for themselves like light carpentry, food distribution, and visitations.
One of the first things I did when I moved to VO was to get my food handler’s certification so I could help in the kitchen; especially during the summers when fewer volunteers are available. (But you’ll also see me pitching in to clear plates and anything else I can do to help the kitchen volunteers throughout the year.)
This last summer I took care of the aluminum can collection and crushing until the seasonal volunteers returned, and worked with Brian in Activities so funds from the cans could continue to benefit our Social Club year-round. I’ve signed up to be a runner for our maintenance department and trained to operate the Arizona Zamboni (street sweeper).
Numerous residents have asked for my help with small projects in everything from installing doorbells and assisting with computer problems, to building extra handrails, and I have happily helped them.
Recently, I was selected as Volunteer of the Month for VO.
VO Participation

My entertainment and current and past club participation in VO includes Golf, Sewing, Happy Harpers, Tennis, Bridge, and multiple other card and game groups. Also, of course, participating as an audience member and supporter for the many varied clubs and events here, like 50-50 raffle fundraisers, sports tournaments, golf cart parades, Tuesdays on The Terrace, TGIR, VO concerts, tree lightings, Coffee House performances, and so much more! One of my personal favorites is the bundt cake fundraiser. (I can’t wait till the Ice Cream Cart starts up again this season!)
Occupational Experience and Background
Administration
My first career was in education. I began as a teacher, then nine years later I became a vice-principal for six years, and the following nine years I served as a principal.
As an administrator in Christian schools, my position was very similar to our general manager’s. I worked with parents and board members, developed and oversaw budgets over $2 million, oversaw and participated in many construction projects including a $4 million new wing project, and managed up to 35 employees – certified and classified.
This experience gives me the ability to understand our administrative needs and help our Board find positive outcomes for admin/management and homeowners.
Information Technology
My second career was as a computer and IT specialist. I am knowledgeable in client/server environments, multiple operating systems, networking, programming, and database administration. As a web developer, I wrote code to meet client needs, kept track of multiple clients, and worked with marketing to meet exacting specifications.
This experience will be beneficial in managing the ever-present needs of growing infrastructure and technology in our park. We’re already well on the way with advances in technology. I look forward to assisting with their completion, and ensuring that future technology changes go smoothly.
Construction
My last career was as a contractor for residential and commercial remodels, with a specific focus on home bath and kitchen remodels.
Working in construction gave me experience working with bids, timelines, and clients. I am well versed in construction techniques, building codes, and fire & life safety requirements.
This experience allows me to see the big picture as well as the fine details in any project, whether that’s construction, technology, rules and regulations, or anything else needing board involvement.
specific problems over the last 2 years
Fiscal Responsibility & Oversight
Our taxes, which were due in October, were late and held up our Annual Audit.
Last year’s audit revealed financial theft. This year’s audit, now over 60 days late per our VO Bylaws, and over 30 days late per AZ statute requirements, has still not been completed and/or provided to the owners.
We missed investment rollover/reinvestment date(s) which literally cost our park tens of thousands of dollars.
Five bookkeepers/accountants/contractors and three software changes have led to delayed financial reporting and incomplete draft financials, rather than appropriate financial reporting. For eight months our board has not produced a non-draft financial. Since July, the only reporting has been of home sales, and the Income/Expense Statement (for only one fund); no Balance Sheet or comprehensive financial information has been provided to homeowners to indicate the overall status of VO finances.
We’ve been told by our Treasurer that summer projects went over budget, however we haven’t been provided with ongoing budget to actuals, so we don’t know how much money we’ll have to pull from other resources.
The Finance Committee switched our CDs/CDARS investments to treasury bills without board authorization. While this investment strategy may be fine, it is not in their purview. The committee’s Terms of Reference specify they are to “advise” and make recommendations to the board, but our governing documents require the full board to approve all investments.
We need $600,000 for the first phase to repair our sewers (as determined by the incomplete Dibble report). But we have no idea what phase two will cost, nor any idea of when it will need to be completed. And the new “Sewer Assessment” proposition to increase our quarterly dues was based on only one bid (estimate) from Dibble instead of three competing bids as required by our governing documents.
Our GM has done a great job in making our community look great, but we are quite a bit over budget for projects worked on over the summer. I believe some of the project work could have waited until our budget is in better shape.
Transparency & Communication
Condo Round Tables have been a great addition to help with communication between the board and owners. We need to keep going with these.
Gabby and Greg have done an excellent job in the open meetings about the internet, TV, and the rental propositions. However, there are many issues that affect every homeowner that are not getting this kind of attention.
Our financial problems have been consistently glossed over at multiple meeting throughout the entire year. We were told there was staffing turnover, software changes, banking obstructions, and more, but always that they had everything under control. Nine months later they still can’t provide full financial reports.
Despite assurances that the Finance Committee meetings would be open to homeowners, they have not held one open meeting for the entirety of its existence.
Committees & Volunteers
We need to re-invigorate committees & volunteers by empowering them to actually have an impact.
More than one of our committees has had almost every member quit due to frustrations that all their hard work was being ignored. Communications’ homeowner survey and recommendations were never addressed by the full board. Architecture Committee presented a paint pallet recommendation for review and adoption to the board who never took any action on it. Common Facilities Planning Committee was not consulted or even informed of the Admin Building remodel until after it was in process.
In addition to assigning tasks to our standing committees, we need to ensure that the work is going to be valued, and not ignore their hard work.
Over the years many activities that volunteers led or participated in have been eliminated or taken over by paid employees. (For example, collating and distributing Out-Lines door to door.) The already overtasked Condo Board volunteers have been additionally tasked with parking sticker duty and passing out the new Directories, rather than utilizing others volunteers.

To what extent do increases in your HOA dues concern you?
We are over budget for projects worked on this past summer. Do you have an opinion on whether we should cut costs on things next year or increase our homeowner fees?
Last year the board promoted, and homeowners voted to pass, a Special Assessment with a stepped increase in order to grow our Reserve Fund. This will increase your payments by at least $200 per year for Reserve Fund. We will be paying at least an additional $600 over what we were paying last year after that.
There has been no consensus by the board yet as to what % or $ amount will be used to determine when our Reserve Fund “goal” has been met. Some proposed 80% of our Reserve Fund Study, others 33%… Are you interested in seeing a percentage cap on the Reserve Fund growth, or prefer to fund it fully up to 100%?
There is another Special Assessment on the ballot this year to cover the estimated cost of our sewer problems discovered so far. To the tune of $600,000.00 over the next two years. Discussion is continuing on whether all or part of this cost should be taken from the reserve fund.

Condo Meetings Video Archives
Historically, our Venture Out Condo Association meetings were videotaped and presented on Channel 17 for viewing by homeowners who weren’t able to attend in person or via zoom. Several years ago, a decision was made (by Admin and the Board of Directors) to discontinue these recordings.
Personally, I would like to see this re-instated in order to encourage awareness of, and participation in, decisions and happenings impacting homeowners year-round.
Earlier this year I began video-taping board meetings, (and round tables, work sessions, etc.) until our Condo Association meetings are again recorded by the board and shared publicly. You can view the video archives of condo meetings at www.vobehindthescenes.com.
